What is a CIS registration?

CIS registration is an entry of your personal data in the database of Stichting CIS: the Central Information System. This database has been active since 1985 and was established by major insurers such as Achmea, Aegon, ASR and Nationale Nederlanden. The database is accessible to all affiliated insurers and is used to estimate risks for new applications, policy changes and claim assessment.

Contrary to what many people think, not every CIS registration is immediately problematic. A CIS registration can be purely informational, such as if you have ever made a claim. But there are also negative CIS registrations that do affect your ability to obtain insurance.

An important distinction to make is that a CIS registration is not a BKR registration. Where BKR registers your credit data, CIS deals with insurance data such as claims, fraud, defaults and driving disqualifications. These are separate systems managed by different agencies.

When do you get a CIS registration?

A CIS registration can come about for a variety of reasons. It is important to understand what the underlying cause of your registration is, as this will determine both the consequences and the options for dealing with it.

The most common reasons for a CIS registration are:

  • A negative number of claim-free years, resulting in termination of insurance
  • Failure to meet financial obligations to your insurer (structural default)
  • Damage driving with an uninsured car
  • A disqualification from driving
  • Failure to fulfill contractual obligations, such as providing false information
  • Insurance fraud or otherwise taking advantage of the insurer

Of these possible CIS registrations, committing fraud has the most serious consequences. And this registration may come about sooner than you think. For example, a relatively common form of insurance fraud is taking out car insurance and then claiming a pre-existing scratch. No matter how small the scratch is, if the insurer finds out about it, you face fraud registration.

It is important to note that not every claim or a single late payment automatically results in a "heavy" CIS report. But repeated claims, a pattern of non-payment or fraud indications increase the likelihood of a registration type that could lead to denial.

How long does a CIS registration last?

How long a CIS registration stays in place varies by underlying reason. This is an important distinction that is often not clear to people dealing with it. Negative claim-free years remain visible for 15 months, while unfulfilled financial obligations are registered for 3 years. In case of a driving disqualification, damage with an uninsured car or unfulfilled contractual agreements, the retention period increases to 5 years. The toughest category is fraud: that registration remains as long as 8 years.

So a CIS registration takes a long time, especially in the case of fraud, and the consequences are far-reaching. This means that someone who made a mistake as an 18-year-old can still be punished for it at age 26. In some cases, that is unreasonably long. Then it may be possible to challenge the CIS registration with legal support. After the retention period expires, registrations are automatically deleted without you having to take any action.

What are the consequences of a CIS registration?

A CIS registration by itself, simply the entry of your personal data because of a filed claim, does not have an immediate impact. Only when it is a registration with one of the causes listed above does it have a greater impact.

The main implications are:

  • Harder to be accepted at insurers
  • Higher premiums and stricter conditions
  • Limited coverage
  • Impact on multiple insurance policies simultaneously

For example, a CIS registration with one of the above causes often means that taking out insurance with a regular insurer becomes difficult or impossible. You then have to rely on specialized, often more expensive insurers such as De Vereende, which focus specifically on "special risks."

A CIS registration for fraud has even more far-reaching consequences. Namely, this will also land you with an EVR registration: an entry in the External Referral Register, where cases of fraud are kept.

This, like the more widely known BKR registration, insightful to lenders. A registration due to fraud will therefore also make it more difficult to apply for a mortgage, for example. And where a BKR registration remains for 5 years, a fraud registration remains visible for 8 years.

It is important to note that CIS primarily records claims data, with an emphasis on motor vehicles, but other insurers (contents, liability, etc.) consult the same database. Thus, a negative CIS report works its way into virtually all non-life insurance policies.

As in all cases where your personal data is collected or stored, you have the right to see the recorded data. In fact, you have the right to know exactly what data is involved, according to the AVG (the General Data Protection Regulation).

This means that you can always ask to see what information about you is included in the CIS database. It is wise to do this as a first step so you know exactly where you stand.

You can request a registration through the website of the CIS Foundation. Requesting it can be done in three different ways:

  • WebApp (with Yivi app, which does not require you to provide a copy of ID)
  • Completing a web form
  • By mail (this must include a copy of your identification, where you may mask out your BSN and passport photo)

It is important to note that only you can request inspection. Third parties, such as consulting firms, may not do this on your behalf, with the exception of trustees for people under guardianship. Administrators may not request access independently, but can support you in the process.

You will then receive an overview of all registered data, including the reason for registration and the expected end date. This gives you a clear picture of your situation and is crucial for determining any next steps.

Challenging a CIS registration can help you get rid of it sooner than the usual period of, say, 8 years in the case of fraud. Especially when such a registration stands in the way of your further life, for example because you cannot get car insurance or a mortgage, it is logical to ask yourself whether challenging the CIS registration makes sense in your case.

You always request your registration first as we described above. After that, there are three paths you can take:

  1. You contact the relevant insurer directly
  2. Through CIS, submit a request for deletion or correction using the appropriate correction form
  3. You hire a specialized party such as Dynamite Netherlands to assist you

Difference between CIS, EVR and BKR registration

For many people, the distinction between different registrations is confusing. Therefore, it helps to compare the three main types of registrations. The EVR (External Referral Register) is managed by financial institutions and focuses specifically on financial fraud. With a retention period of up to 8 years, an EVR registration affects your access to bank accounts, insurance and mortgages. The BKR (Bureau Krediet Registratie) tracks credits and loans, with a retention period of 5 years after full repayment. A BKR code mainly affects your ability to take out loans, mortgages and credit cards.

It is important to know that a CIS registration does not directly affect your claim-free years for your car insurance. Claim-free years are maintained in Roy-Data, not in CIS. Although claims can be visible in both systems, they are separate registers with different purposes.
